Lynn E. Burnsed was born in East St. Louis, Illinois on August 16, 1955. She  received her Bachelors of Arts degree from Newcomb College of Tulane University in 1976, a Master in Health Administration from Georgia State University in 1978 and her Juris Doctorate with honors from University of Florida College of Law in 1995.

Ms. Burnsed is Board Certified as a specialist in Health Law by the Florida Bar Board of Legal Specialization and Education.  She is also a member of the Florida Bar, the Lake County Bar and the American Health Lawyers Association.  

Lynn Burnsed has been involved in a broad array of health care delivery system and financing issues for both institutional providers and physicians which include third-party reimbursement, Medicare fraud and abuse, physician and managed care contracting, federal privacy regulatory compliance, joint venture development, physician practice acquisition and formation of integrated delivery systems. Lynn Burnsed has been a contributing editor for Hospital Contracts Manual, Aspen Publications and Hospital Compliance Guidance, Bureau of National Affairs, Washington, D.C. and has spoken nationally at the Annual Medicare and Medicaid Institute, Baltimore, Maryland on the  Future of Psychiatric Services.
